Turn off antivirus and update Windows first
Before you touch the radar loader, make sure Windows is fully updated and antivirus is disabled. This removes the two biggest first-launch blockers before the loader starts doing its work.

Use Defender Control

Download Defender Control and extract the archive.

Right-click Defender Control and choose Run as administrator.

Press the disable button so Windows Defender is turned off.

Confirm the app shows OFF before moving to the next step.

Keep Defender disabled until your first full radar launch succeeds.
Extra Notes
Run Windows Update and make sure your system is on the latest available build before you continue with Npcap and the loader.
If Windows turns Defender back on during setup, disable it again before opening the loader or radar files.
