Turn off antivirus and update Windows first
Before you touch the radar loader, make sure Windows is fully updated and antivirus is disabled. This removes the two biggest first-launch blockers before the loader starts doing its work.

Manual Way
Disable Defender from Windows Security
Open Windows Security.
Go to Virus & threat protection.
Open Manage settings.
Turn off Real-time protection, Tamper protection, Cloud-delivered protection, and the remaining Defender toggles.
Do not continue until Defender is fully off.
Easy Way
Use Defender Control
Download Defender Control and extract the archive.
Right-click Defender Control and choose Run as administrator.
Press the disable button so Windows Defender is turned off.
Confirm the app shows OFF before moving to the next step.
Keep Defender disabled until your first full radar launch succeeds.
